That's all there is to it, really, but for the sake of a format better than Reddit can provide, here's my experiences:
I ranked up several times on my fresh beta character, so I can fill you in on how far I got. I do not remember the exact amounts each upgrade cost.
Promotion #1:
Ask the dude behind the counter for a promotion. You must pay X amount of seals.
Private 3rd Class -> Private 2nd Class
Promotion #2:
Ask the dude behind the counter for a promotion. You must pay X amount of seals (more than #1).
Private 2nd Class -> Private 1st Class
Promotion #3:
Ask the dude behind the counter for a promotion. You must pay X amount of seals (more than #2).
Private 2nd Class -> Corporal
Promotion #4:
Ask the dude behind the counter for a promotion. You must pay X amount of seals (more than #3), AND have GC hunting log page 1 completed.
Corporal -> Sergeant 3rd Class
Promotion #5:
Ask the dude behind the counter for a promotion. You must pay X amount of seals (more than #4).
Sergeant 3rd Class -> Sergeant 2nd Class
That's as far as I got. If I had to sum it up, I'd say every time you go up a tier (Private < Sergent < Lieutenant < ???), you need to have the next page of the GC log completed. I hope there's a quest involved as well, when release comes.
I've purchased everything I cared to buy with seals in the beta, so if you have other questions, I can probably answer them too.
