As far as mooching goes, yes, a fish used for mooching can be used for mooching anywhere it's located, provided there's a mooched fish to be caught there. Merlthor Goby can be caught in several places and can be used to catch any fish that is capable of being mooched, such as Blue Octopus, Ogre Barracuda, Silver Shark, etc.
As far as bait goes, I've been updating a spreadsheet I linked in Truvy's resource guide thread, but I'm of the mind that a fish is capable of biting on any bait that is around its level or higher.
So for example, a fish caught in a level 1 fishing area should technically be able to be caught by any bait in the game suitable to its water type. You may actually never CATCH that fish with certain baits however, due to certain fish just overwhelming the bites on it.
On the other end of this is trying to use a bait that's too low level in an area with higher level fish. If you go to Moondrip, you won't get a bite on anything with a bait lower level than a chocobo fly (level 27) and the only thing that will bite on it is a Grip Killifish since the area is technically level 45.
I think there's about a 5 level difference or so in which bait you can use to catch a fish. Dark Bass are level 25 but you can catch them with a Crow Fly (level 20) but you can't catch them with anything lower level than that.
So in summary, I believe, with probably some exceptions, that fish have the capability of biting on a bait no more than 5 levels lower than them, and anything at level or higher level than them.
Here's my spreadsheet if you want to see my data so far. Red signifies either that a bait was unsuitable for the entire area or too low level for a fish. Green means I personally confirmed that it bit on the bait. The yellow is something new I'm tracking to figure out a "favored" bait for an area. Like if you use the Crow Fly at the Yugr'am River in East Thanalan, you'll catch a lot of Warmwater Trout.
