I joined a really awesome hardcore linkshell with lots of high level crafters.
the best thing to do is to just buy the mats, or have them gathered. most people in my linkshell save me certain things, like wildfowl feathers, vulture feathers, etc, so somebody can make lures for me
best thing to do is gather mats yourself or from linkshell people. there doesn't seem to be any crafters out there specifically selling lures. plus the higher level ones are hard to make unless you have tacklecraft or are way above the synth level.
So far wildfowl is great for grade 6,7,8 fresh waters, and mats are super cheap

http://ffxiv.yg.com/item/wildfowl-fly?id=3940104I haven't had any sinking minnows made yet. have only gotten them from leves, and haven't used them at all since i've been mainly using wildfowl to get SP. my other thread mentions that it seems rank 50+ fish aren't implemented yet, so i don't really have much use for quite a few lures at this time.
