There are a couple of things about this to factor.
1) R16 is not 'quite' enough for consistant Grade3 fishes. Espically if you get one of the larger ones on the line, you simply use up too much Remainder. Maybe wait till closer to 18 or so before going from Grade 2 to 3.
2) Bait helps. If you are R16, use floating minnows for sure. Also set your depth for the 'sweet spot' of the weakest fish in the body of water. For example: Straight east of Bloodshore (grade 3 non-school) has 5 fish
(+1) Bianaq Bream (21)
(-4) Malm Kelp (4)
(-4) Rothlyt Oysters (28)
(-4) Sea Pickle (24)
(-2) Nautalus (26)
Now, as you can see there are some larger rank (the number after their name) fish in Grade 3 here. Setting your depth for -4 to get kelp would be ok, but the sweet spot is shared with 2 other catchs that are too hard for your to reel in. (Remainder depletion is partially calculaded based on this rank). Therefore, I suggest setting your depth to +1 for the Bianaq Bream. 18-21 is only 3 diff and you'll still occasionally get kelp too. Just keep in mind, that if you get quick remainder depletion, its likely one of the big ones on the line.
3) Fatigue (not Surplus). Fatigue happens ONLY to gathering classes. Over X period of time you will start to insta-fail on jigs, and remainders will fully deplete even when you have pleanty and you know you are on the right spot. Its anti-bot code for resources. Nothing you can do about it (except level at 1/2 the SP for fails ....did that a LOT to R50 >.> *cough*) If you find you all of a sudden are failing when you were catching them, stop for a while. Time makes it go away.
4) PIE is more for Offhand, and Dex will certainly help your Main Hand.
