Blacklip Oyster. Can they be fished up? Or is it only mob drop?

it was listed as saltwater fare

and the description is just another thing they need to fix in this game. The sea of ash is east of Thanalan, and currently there is no coastline on the south east Thanalan area. These should, according to the description, not be in the La Noscea island area.

Blacklip Oyster
A bivalved mollusk found in the warm waters of the Sea of Ash. On rare occasions, sand will become trapped inside the shell and gradually form into a black pearl.

There are a lot of fish with this problem.
Indigo Herring are found by Cedarwood which is the Straight of Merlthor. The Indigo Deep is on the west side of La Noscea
"Indigo Herring
1/99 Saltwater Fare
This blue-backed, white-bellied saltwater fish native to the Indigo Deep"

Hopefully they look more closely at how they are labeling things and the locations they are found, because many items are currently misplaced Huh
