Levequest Fish such as Bitterbite Pipira, Freshwater Blowfish, Aquarium Monke-Onke are not actual "fish". They are quest key items only and do not display in inventory.

Where did they get these ranks from? They confuse me. Sandfish are easily catchable at rank 4. Much easier than black eels.

The item list was datamined. It is sortable by Freshwater Fare and Saltwater Fare.
Just like in FFXI though, rank did not necessarily determine how difficult a fish was to catch, especially when they are less than 5 levels difference in rank.
I am finding that at level 16 fishing, using a weathered rod, and some upgraded fishing armor that I can catch up to about 15 ranks above my own.
